You have to get all 7 Chaos Emeralds. To do that you must find all the Chao in a zone. Then you can get a Special Key. Where you select which Act you want to go to, look for a locked Spring. Jump on it and then you will be sent to the Special Stage. Get the number of rings that they tell you to get. At the end you will get a Chaos Emerald.
