This is the biggest building in Saffron City and is roughtly in the middle of the city as well. Ascend you way to the 11th floor and defeat Giovanni. Once you do so, all of the Rockets will go away and the entrance to the gym will be open.

You can find Zapdos in Power Plant only once so if you let Zapdos fly away or if you defeat it you can never find it again in LeafGreen.
