You have to use the Relocator Machine in Castelia City. The relocator is on the top floor of a building. Talk to a scientist and he'll ask you for a password, which is Everyone Happy Simple Connection. You can then transfer the Event Celebi to Pokemon Black and White.
Keep in mind, the Relocator only works on the Event Beasts of Johto, the Event Celebi, and one other item that has not been released yet. So you can't use it to bring 4th generation Pokemon to Black and White.
