After you defeat the champion in heartgold, go to professor oak once you've cleared out all the gyms and beaten red to see the credits for a second time- he'll reward your efforts with your choice of one of bulbasaur, squirtle or charmander. Then go see steven in the silph co building in saffron. he will give you one of the hoenn starters by picking a colour, you'll get either torchic, mudkip or treecko.
