You don't buy them. In the Johto part you go to the radio tower in city. You have to do a quiz with five questions on it. Then you get that card. In the Kanto part you go into a big building in Lavender city and there is a guy that will give you the card. You can't use the Johto stations in Kanto or the Kanto stations in Johto.
