it depends what game you have. you have to do some serious trading and battling. if youre in pearl, and you just need to complete the first dex, then you go to Valley Windworks on a Friday and therell be a Drifloon. go up to it and battle it. its the Pokemon hardest to find and battle in the sinnoh.
