If you have gotten the Machine Part and given it to the manager in the Power Plant, go over to the Lavender Town Radio Tower and talk to the man in the mysterious suit. He will give you the EXPN card that alows you to update the PokeGear radio to tune into the Kanto radio as well. Then, go to the Snorlax, get out your pokeradio, then slide the cursor all the way to the top. Then, the PokeFlute will play and you "talk" to the snorlax, then it'll battle you! You can catch it too! Have fun!

Snorlax is in front of diglett's cave. To get there you have to beat the Elite Four and go to the Kanto reagon. Then travel east (left) of Vermillion City or head west from Route 12 heading to Route 11. Go onto your Pokegear radio and tune into poke flute. After that examine Snorlax and you can Battle it. If you defeat it, it should apears on Route 12. The same goes for if you run away from it. (Defeat the Elite Four and Pokemon Leuge Champion and enter the Hall of Fame.)
