The Swinger's Party achievement can be achieved once you get more Reknown points and a lot of villagers will come to you when you "perform" for the public.
Start playing your lute or dancing and if you do it enough and attract enough people, you can get the achievement easily as they will all start dancing with you if you make them all happy enough. It is best to do this in Browstone, the more friendly city of all the rest in Albion.
If you don't have a lute and you're in the Browstone Town Market, then at the entrance to the city, across the large bridge, there is a general shop to the left and you can find one there. It is suggested that when you get the lute, keep it with you as you will need it later to open a demon door and to entertain your family and some guests.
If you mean the dance party achievement, you just get a big group of people who like you to surround you by maybe playing the lute in bowerstone market, and then you just hold the dance expression and people will dance with you!
