You must get the Empty Sprayer and Grog-Brand Turpentine to fill it with, then use them together. Click on the paintings to go into them, get close to the graffiti and spray the letters to remove them.
The empty sprayer is at the bottom of the second level in Dr. Hare's dream (ant nest). Dig down, avoiding or killing the ants.
The turpentine is in Captain Crawfish's dream, in the upper left chest. You need the green key from the lower deck cabinet. The red key over the first doorway opens the chest on the lower deck, which contains the Stopwatch for Binary Bard's dream.
