to catch kyoger/groudon and get to raquaza you must have 2 people with the opposite games (one person with soul silver and one with heart gold) and they must each catch groudon/ kyoger (depends on witch game you have) and than the 2 players must trade pokemon and than show professor oak the pokemon that you acquired in the trade than he will give you the orb that makes raquaza appear.
NOTE: you can not migrate kyoger/ groudon and than show it to oak because the game will only accept groudon/kyoger from the embedded tower.
