Go far left to the trash can near the Bumper cars. The lid is on the cage ride above the popcorn vendor. Climb up to get the lid, cover the can, and push it all the way right, to the cotton candy. The stinging flies will leave and you can dig down for the empty popcorn box. Refill it at the popcorn stand and go to the beach.
To get the metal detector:
You may have to go twice to the beach, once to get the sunscreen from the photographer, then leave and come back to see a seagull flying over the trash can there. Jump up and grab the keychain from the bird, and return it to the man with the metal detector.
Use the popcorn and birds will scare the woman off the towel. Use the metal detector to find the keys next to the towel, and return them to the woman.
