This skull is hard to get because when you get to the location it might not be there, if it's not there just wait for the normal wraith to be flown in with a phantom. Once that wraith is in your area the skull will appear, and if that wraith's driver is killed the skull will disappear.

Hi am halonerd21 you need to complet the game on normal first and also do not blow up the normal wraith (the one by the door) or the skull will disappear

And if it isn't there when the wraith is already dropped in then it might be because you havnt completed the game on eather normal heroic or legendary. once you do that the skull should be there. If not then i don't know what to tell you
