The cherry bomb comes from the Cherry Bomb Tree in the greenhouse atop Balding Avenue. (You need the Grappling Bowtie to go up from the Grease Monkey garage.) Because it is a time explosive, you can only use it there.
Using the Cherry Bomb
Clicking the tree releases the Cherry Bomb, which will explode in about 40 seconds. You have that long to use the springy "trampoline plants" to get the bomb up and next to the cage holding the Third Spy. Push the bomb left onto the first plant, then climb up and push it left again onto the second plant. One last nudge is needed to get it close to the cage lock.
