You need to know the HM cut to be able to get the HM flash. Once you have the HM cut, go into the diglett's cave near Vermilion city. Go all the way through until you reach the climbing up ladder. Cut down the tree in front of the small house. Go inside the building after you cut the tree, and one of professor Oaks aides will be waiting there to give you the HM flash. (Note that you must have 10 Pokemon at least to receive the HM)
