You can get Flux Compressor from doing jobs, robbing, fighting and via a gift from a friend. It's very low drop rate on it.
The two best jobs for gaining rare auto parts such as the Flux Compressor and Solar Panels appears to be "Rob An Electronics Store" in the Enforcer Tier and the "Auto Theft" job in the Associates Tier.

I used about 3000 energy and found 4 Solar Panels, 2 Bullet Proof Glasses, and 2 Flux Compressors. Rob An Electronics store appears to drop rares more often than the Auto Theft job.

When you see people asking for help to build the car and click help, you both get a flux compressor, I click on them even if they are not my Mafia ! doesn't make any difference.
