The fuel pump is inside the fuel tank. They rarely fail on Honda, check the more common (and easier) problems first.

Check the fuse. Check the main fuel pump relay, which is located under the dash on the passenger side of the steering column.

Step #1: Do not crank the engine, but turn the key on. The fuel pump should run for 2 seconds and shut off automatically. Listen for the very slight hum it makes. If you can hear it hum for two seconds and then shut off, the pump is probably fine.

Being very careful, use a 14 or 17mm wrench to loosen the banjo-bolt on the fuel line to fuel rail. Do NOT remove it and LOOSEN IT NO MORE THAN 1/4 TURN! Turn key on, DO NOT try to start the engine. Check for fuel flow at the bolt.

If you do end up removing the fuel pump, remember that the round metal plate under the front of the trunk floor accesses only the sending unit, and the tank will need to be lowered to get at the pump which is located in a separate opening in the tank.
