here is the right way to have a "good rod". first, go to the route 118.. then try to find the fisherman near the sea.. then talk to it.. it will give you a good rod..

Well i dunno about the two answers above but what i did was go to route 209 and walked onto the dock and talked to the fisherman. Agree that u think the good rod is the best and then he'll give u the good rod
