With shayman in your party talk to one of the shaymans in shayman village and one of them will ask if you want a gracedia. If they don't give you any wait a few days then try again. To use one go into a dungoun then use it like an item on shayman (Do not equip it.) and shayman will transform, becareful because the effects don't last though check points and you can only hold one gracedia flower at a time. (If you need another one just go back to the shayman viledge.) Also shayman will change types to grass and flying and gain an extra speed level (moves twice per round) very helpful if you give the boosted shayman a mobile scarf.

If this is in Diamond or Pearl, it is impossible to receive the Gracedia flower or Shaymin Sky Form. In Platinum, you must have a Shaymin IN YOUR PARTY and then ask the girl. She should give you the Gracedia flower, but it does not work at night or on any other Pokemon.
