When you reach the roofs, grapple left to the guarded tower, then left again and climb the red building. From the TV tower at the top, you can shoot your line back to the right to reach the tall antenna.

To save the first of the three missing spies (at the docks), you will need to get the Chameleon Suit. He will give you a Laser Pen and important info about the B.A.D. satellite. Then go to Toupee Terrace. Climb up past the electric windows and reach the barred roof opening. Use the laser pen and free the second spy. He will give you the grappling bowtie and more important info about the B.A.D. satellite.
