You can't, you have to have university installed. Your Sim has to be at a high level in the paranormal career track, then they can go into the career rewards and then there should be a phone to call the Grim Reaper (you have to have a Sim dead before you call him though) then you click on the dead Sim that you want to bring back, pay a little amount of money to the Grim Reaper and then they will come back as a zombie (note: when they are zombies they will have little motive's, skills and personality).
