Glitch? never heard of one on Happyiness island, BUT there is a neat Easter egg you may want to check out :D
get a helicopter and fly to the statue, then jump out and fall onto the highest platfourm, walk around theres a bloody doorway with a sign, read it, laugh, walk in and go up the ladder.

Being off the main shore of Algonquin, in GTA IV, Happiness Island is accessible by boat, or by helicopter. It is probably easiest to jack a chopper from Helitours and fly over to Happiness Island, where there is plenty of room to land, as finding a boat along the shoreline can sometimes be more difficult.
Please note: access to Happiness Island should be attempted, once Algonquin has been unlocked.
