First, make sure that you have completed the computer scroll. Alexa should have given it to you in rocket reef. after finishing the scroll, hook up a generator to the windmill and connect some wires. then connect the computer to the wires and the computer should start working. Spencer (the Knight;Guard) will automatically go to the computer to play Video Games :) hope this helps!
