When I was at Navy bootcamp about 6 months ago we had 6 flag holders, divison flag, navy flag, staff flag, then various other flags we got for achievements such as good conduct, marksman, testing, etc.
I know the 2 shortest people in my division were chosen to hold flags because they like shorter people doing it.
But it's all volunteer, they'll ask who wants to hold flags, if nobody volunteers then people are going to get voluntold.
Just a note, it's a tuff job. You get yelled at more and I remember our flag holders were practicing for atleast 4 hours a day
