Easy in the second room of the shadow temple (the one with the garagoyle) then go to the portrait on the left (it is fake so you can go through it) then go through a blue flamed portrait and you'll see Deadhand (the boss of the bottom of the well) and then defeat it. After you defeat it then a chest will appear and inside are the hover boots.

There are no charge boots in crack in time, so I guess so, but the hover boots are in my opinion better and beat the charge boots by a long shot.
