I, too, needed the Jack of Diamonds. I decided to use all of my energy points (over 100 of them) to complete the Street Thug level of jobs for the third time. I found a Jack in both the "Beat up Rival Gangster" and another at "Mugging". I assume that their distribution of random throughout the Street Thug jobs. Good luck!
