You have to go into the grass patches (special hint: if you have walk-through walls cheat code, you can get missingo) then professor oak will take you to his lab then pick your starter! They are bulbasaur charmander and squirtle.
First you need to have beaten red2.go to pallet town and talk to prof. oak3.he will be saying things and there will be three pokeballs on table, they will contain bulbasaur charmander and i think squirtle. Since this helped, you better make a walkthrough on getting riolu and master balls.
The only way to get another kanto starter Pokemon is trading one of your Pokemon for whichever other starter Pokemon from kanto you want using the GBA wireless adapter (you trade Pokemon in the union room at the top floor of any Pokemon center).
