There's no way to get a key except to collect them from a dungeon that has them, like Desert Region or Solar Cave. Then, go to Wyvern Hill, 29F, and Fly will be behind a locked door.

Fly is an HM move - HM moves can't be forgotten by replacing it with a new one. Instead, you have to go to the move deleter to forget Fly, as is the case with all HM moves.
