The Secret Key for changing Rotom's form isn't available right now. Pokemon urges you to continuously check PokemonPlatinum.com for updates on when the Secret Key will be available again. (It was available in Japan, but the even ended before the American Release.)
Update: If you have a wireless connection, the key is available at Pokemonplatinum.com until May 12, 2009.
