What you need to do is open your cheat box with ctrl+shift+c, type in boolprop testingcheatsenabled true. Shift-click on the mailbox go to make NPC click more... leader of the pack. To make a werewolf, have your sim(s) greet the wolf.(S)he'll have glowing yellow eyes. Shift-click the wolf and click Make selectable. Go to your sims and the wolfs relationships. Click and drag the relationship bars to 100. Spend some time with the wolf. eventually (s)he'll nibble you. TIP: making the wolf selectable will not allow him to leave.
