After getting the National Pokedex the "legendary dogs" will begin roaming around Kanto. Roaming pokemon move around constantly so finding them is really difficult. The dogs cannot go to islands, caves, or forest dungeons like Viridian Forest. Not only that but only one dog can actually be obtained in the game and that will be the one that can defeat your starter pokemon: For Bulbasaur=Entei, For Charmander=Suicune, For Squirtle=Raikou. You may also trade the purified dogs from Pokemon Colosseum after the game is completed.
