Well first you have to beat the Elite Four! If you got a Squirtle as your starter, you can get Raiku: to find Raiku he is in the grass anywhere in kanto only!
If you chose Charmder as your starter, you can get Suicune: Suicune romes around in the grass or water anywhere in kanto!
If you chose Balbasaur, you can get Entei: Entei is anywhere in the grass in kanto!

∙ 14y agoThe only way to get the three legendary dogs in Pokémon Pearl without using cheat codes is to migrate them from a Pokémon FireRed or Pokémon LeafGreen game. They are roaming in that version. You can also trade with another player via wireless or wi-fi. Supposedly, they can also be caught in Pokémon Heart Gold and Pokémon Soul Silver.

∙ 14y agoin the tower ho-oh is in, go into the bottom and go near the figures(or touch i cant remember)then they will wake up and run away then the chase is on!(oh ya, and they are Cats! Entei-Lion Suicune-Cheetah Raiku-Tiger)
