when you do this mission you head to Cerulean Gym. A Team Rocket member should come out and bump into you.....follow him towards Cerulean Cape and battle him. Once you win the battle he'll tell you he hid it in the gym. It should be somewhere in the tubes on the left side of the gym.
If the team rocket member doesn't come out of the gym then you need to do some other things before you are able to do this mission.
