You go to Ilex Forest, and you go in the forest and you see a fat guy, not near the exit but in the centre of the forest and will notice you, headbutt a tree and give you the TM02 Headbutt will be giben to you. Hope it helps!! ^.^

~ Actually, this is slightly wrong. The man in Ilex Forest does not give you a TM for Headbutt; he asks you if you are willing to teach one of your Pokemon Headbutt directly.
And as far as buying it in the Goldenrod Department store, I cannot find it there, so I'm not entirely sure about that; although I could be wrong.
Regardless, I agree with the man in Ilex Forest who teaches Headbutt to your Pokemon.
