No, you do not need headbutt to find Pickachu. Pikachu can be found in different grass areas. It is a fairly common Pokemon.

∙ 13y agoHeadbutt will not produce a Farfetch'd in Soul Silver. It can be found in the grass at the Safari (wetlands), route 38, 39, 47, 48 during the morning or day time only.
