Defeat the Goldenrod Gym Leader, Whitney. After you've claimed your badge, enter the flower shop to the right of the gym and talk to the girls in there. One of them will give you a squirt bottle. Go to the tree and use the squirt bottle on it. The Sudowoodo will attack you and you can either kill it or catch it. If you don't catch it you can always make it come back by defeating the Elite Four.
