actually, first you have to go to the power plant, which is south of cerulean city, and go talk to the policeman. he tells you a part from the generator was missing. and there is a shady figure in cerulean city. then go into the cerulean city gym, and a team rocket grunt runs out and pushes you out of his way. then go north of cerulean, and you should see him on the bridge in between the boy and girl. you then have to fight him, and afterwards he tells you where he hid the part. usually its in one of the tubes in mistys gym. then go back to the power plant and talk the guy on the platform. he upgrades ur radio thing and you get the flute channel. hope i helped
