OK first, you have to go to Lavender Town and go to the Radio Station. There you will see an old man in a hat on the 1st floor. Talk to him and he will give you the Pokeflute (just tune your radio when attacking the Snorlax to the pokeflute)

After that you can just head through the cave normally, it's just a long plain cave, but make sure you have cut to get to Pewter at the other end.
