You can get the PokeRadar when you have seen all 210 Pokemon in the Sinnoh Pokedex, then go to Sandgem Town and go to the Pokemon Research Lab where Professor Rowan will be waiting. He will congratulate you on finishing the Sinnoh Pokedex. After that, Professor Oak from the Johto Region will come in. He will upgrade your Pokedex with the National Mode.
