To get to the reflection where Lakitu is, you have to have the power flower that makes you invisible and walk or run into the mirror. You'll find a couple of power flowers in the room. It doesn't require the power flower to get back to the original room. This only works when Luigi has his hat on. If not, there will be no power flowers in the room.
