If you have it on xbox 360, and you have xbox live, you can go to the marketplace and buy expansions such as knights of the nine, shivering isles, and the Orrery or the Wizards tower. Well the oblivion is the best you get until you beat the game but if you don't have that then the hero's quest is the next best. You can get the ultima weapon but not until you beat the game
Im not so sure but it took me about 12 hrs for the main quest and a few side quests. After a while you will complete everything and there will be nothing to do but the game never "finishes" as such.
There are no dragons in Oblivion unless you mod them in.
