This sounds like a mod, not part of the vanilla game. You'd have to see what the mod says.
Usually, to get married in Skyrim, you will need to do a quest for the person you are trying to marry.
To fix the no quest items bug in Skyrim you have to download the most recent patch.

You need an amulet of Mara, and they have to show interest in you when they see you wear it. If you do a quest for them, they are more likely to like you. If they ask you out, and you accept, you can plan your wedding at the temple in Riften
It is part of the main quest. Delphine will give you this mission.

You can marry any NPC character in Skyrim through the use of console commands. With the exception of Serana from the Dawnguard DLC (There might be a way to marry her, but I haven't found it). Vivienne is not a character who can be married without console commands.
You can fail side quest by killing someone important for the quest, but you can also fail a few quests by dropping a quest item.
You need to be Lv20 to start the 'Pieces of the Past' quest.
