It's a rainbow wing, not rainbow feather. When team rocket take over the radio tower you have to go in the radio tower and battle the Team Rocket grunts. At the top there is a man which looks like the manager, but he is actually Petrel, a Team Rocket executive. After you have beaten him, he gives you a key. Then go to the underground tunnel and open the silver door. You have to battle more TR grunts and then you find the real manager of the radio tower. When you have rescued him you have to fight another Team Rocket Executive in the Radio Tower, then go in the lift and it will take you to the observation tower. There is one more TR Executive. The manager comes up to the observation tower and congratulates you, and gives you the Rainbow Wing.

In Heart Gold, you must save the radio tower from team rocket. After you beat Archer, the director of the radio tower will give you a rainbow wing.

In Soul Silver, you must go to Pewter City and talk to the Old Man in the green shirt. He will give you the rainbow wing.
