If you're using custom firmware, coldboot your PSP holding the R-trigger taking you into the recovery menu. Then go to the plugins menu from there and toggle each plugin to off.
If you have custom firmware, then turn off your PSP, hold R, and keep it held whilst turning your PSP on, a recovery menu should pop up, and Plug-Ins will be one of the options. I know personally that this works in PRO CFW, but I've never used any of the others.

First: If you want to fix it manualy you need two things: pandora battery and magic memory stick. With these you can enter the recovery menu and remove the problem. if you don´t have these, you can´t enter the recovery menu. Second hope is not so filosophic, you can bring psp to specialist who have the service tools and who can hack psp with the same method as pandora and magic memory stick. Simply said, he can fix it. And the third method, if your psp crashed with CFW installed, while turning psp on, hold triangle+circule+R+HOME+SELECT+UP, and the psp should enter the recovery menu and, simply, change configuration! Hope i´ve helped.
Yes, there is a Web Browser for the Sony PSP. It is located under the 'Internet' Menu of the XMB (PSP Menu).
Completely shut down your PSP as in hold the power button up until the screen goes black. Then hold R shoulder button then turn your psp on. KEEP holding the R button and it should go into the scary black Recovery menu. Then choose what you want to do. If you have the option of turning on the vsh then do so, to make life easier when you want to quickly change a setting.
