The ruby is only available once you have become a pokemon champion. Once that is completed you need to go to One Island you can get there by showing the Tri-Pass to the sailor who let you on the SS Anne in vermilion city if you don't have the Tri-Pass you need to go to Cinnibar Island and head inside the pokemon center then talk to Bill. After all that is done you need to go north on One Island you will need Surf to continue so make sure you have a pokemon that can use the move. Keep heading north until you reach Mt Ember once inside head to the right to find two rocket grunts you must defeat them both then head inside the cave inside here you will need to use Strength to get past some boulders, eventually you will reach a intersection go down instead of right this will lead you to the Ruby Room just grab the jewel and show it to Celio in the One Island pokemon center.
