you must save lorlei on four island in icefall cave then head to six island and go to dotted hole the scientist should be gone, after going in dotted hole fall down the hole then go up then left then right then down and get the sapphire but the scientist will take it he will give you the 2nd password for the rocket warehouse and now go to five island and go to the rocket warehouse and beat the scientist for the sapphire.
