Boats are sold at the Ship Shape shipbuilders at Dragon Cove. Once you have 3000 doubloons, you can get the Jimmy Rigger to replace your raft. As you get more doubloons, you can buy larger ships, that are faster, stronger, and have more cannon.
(You actually only need to salvage 1500 doubloons, as you can borrow 1500 more from the Golden Harbor Bank. Be sure to repay the loan, with interest, so that you can get larger ships.)
