He'll leave to the bridge north of town. you will have to battle him there. Then get the machine part from the upper left part of the Cerulean Gym and take it back to the Power Plant. Then go to the cape north of town. Misty will be there with her boyfriend. Once you approach them, he will leave and Misty goes back to the gym.
