The snowman's body won't stop rolling until either he goes off the edge or until he hits the snowman's head. If he goes off the edge, you can go back up to the start and try again. If he hits the snowman's head, then you can stand in front of the (now) completed snowman and get a star.
(Note:It helps to slide down and get the snowman's head between yourself and the body)
Select Snowman Lost His Head mission on Cool Cool Mountain and then from the beginning go towards the baby penguin and go left to find a snowball. Talk to it and then slide down towards the snowman head and carefully navigate so that you go over the small green bump to make the snowball go towards the snowman.
Search until you find another platform that looks like to one the head is on. Talk to the snowball and he says he needs a head. He will follow you to the head to get the star
