You have to be adult Link and go to the windmill in Kakariko village. You then have to walk up to the man inside of the windmill. Speak to him and then pull out your ocarina to play the song that he plays.
The song of storms goes like this: A, down, up, A, down, up. This song allows you to bring rain in.
Down in the well in Kakariko Village. You will need to play the Song of Storms to get the water in the well to drain first, though. You get the Song of Storms in the windmill as an adult; just hold up your ocarina and he'll teach you the song.

In Ocarina of Time, go to the windmill in Kakariko Village. Pull out the ocarina in front of the man. He will say that the ocarina reminds him of a kid(you) who played a song and ruined the windmill. He will then teach you the strange song. When you play it, it will say you learned the song of storms and then the windmill will speed up and the guy will know you are the kid with the ocarina.
