Put on your chameleon suit because the tall building is guarded. It also has lasers to keep you from going straight to the antenna on top. Grapple over to the left, dodge the guard, and go farther left to the red building. Climb up and grapple back to the right (there is a friendly agent there to suggest this). Then you can enter through the roof duct. (you should remove the bowtie when inside)

There is a large antenna atop the middle building on Balding Avenue. Once you have the grappling bowtie, you can use it to reach this antenna, and then enter the tall building where the third spy is being held. To get to the Third Spy On Balding Avenue, use your grapple bowtie to go up the building to the right of the Grease Monkey garage. At the top, you can enter the "Rooftops". From there, you put on your Chameleon Suit and grapple left to the next building, which is guarded and has lasers to keep you from going up. Instead, go farther left to the red building, and climb that one. At the top, you can grapple right to get to the tower. (A friendly spy suggests this.) Enter the tube to rescue the third spy from the Greenhouse.
